Web AppBuilder Developer Edition Requirements

Hello all, I was wondering if you need to have Portal installed to utilize the Web AppBuilder Develope Edition? 

I am wanting to utilize some custom widgets and it is my understanding that Web AppBuilder Developer Edition is required for this???

You can add custom widgets to either Web AppBuilder on Portal or Web AppBuilder Developer Edition. You do not need Portal to run WAB DE, but you will have to have an account on AGOL. From the Get started page

To use Web AppBuilder, you must have an ArcGIS organizational account or an ArcGIS for Developers account.
