ERROR EN ArcGIS WEB APPLICATION MANAGER: Insufficent Privileges

Cordial saludo amigos de ESRI.
tengo problemas al trabajar con ArcGIS web application manager para crear la interfaz de mi mapa previamente publicado en ArcServer 10.1, al hacer la autentificacion me pide un usuario: Dominio\username y una contraseña...
El problema es que puedo ingresar con cualquier dominio y usuario que ponga sin importar la contraseña y me da acceso pero no tengo privilegios  para crear una nueva aplicacion web, este es el siguiente error que me aparece:

Insufficient privileges
The current logged on user does not have administrative access to the Web server. Administrative access is required for creating and editing Web applications. Please contact your system administrator for further assistance.

no se donde tengo que definir los usuarios y las contraseñas y como puedo dar esos privilegios!

I am a little confused by your post. To confirm: are you using ArcGIS for Server 10.1? And you are using the Web ADF application builder? If so, please be advised that it has been deprecated and moving forward will no longer be supported by Esri.

Based on the error message, I suspect that something is incorrect with your installation. This Esri Technical Knowledge Base article can help resolve your issue,

As an alternative, I strongly recommend that you use the ArcGIS Viewer for Flex or ArcGIS Viewer for Silverlight to help you create and deploy your web mapping applications instead of the Web ADF application builder.
