In 10.2.8, we can create custom TileServiceLayer (Creating a custom TileServiceLayer in ArcGIS Android | ArcGIS Blog ). However, it seems we just cannot make it in 100.0. Is there a way for developer to create custom Tiled Layer in 100.0?
Hi Mike - we're actively working on this (ref https://community.esri.com/thread/188272-custom-tilesourcelayer-in-the-new-100-november-release ). I cant confirm an exact date for this, but it's definitely a high priority for us as we know it's important to a lot of our users.
