Error de exportación de Basemap a imagen: error 400 Solicitud incorrecta

Estoy obteniendo salida json con "href" cuando ejecuto la siguiente URL en el navegador, cuando intento copiar la URL de salida al navegador, obtengo un error 400 Solicitud incorrecta. No sucede todo el tiempo, pero algunas veces.<\/P>
