Match rate difference between Texas A&M Geoservices aka TAMU and ArcGIS

Hi guys

My geocoding match rate using TAMU is 100% versus 97% with ArcGis using same database. Any idea what cause this differential matching rates? What leads ArcGis to a lower matching rate?
