Hillshade has transparent pixels

Hello,

every time I create a hillshade using ArcMap or ArcGIS Pro, I get transparent pixels. I could not get rid of them even by putting a white background color or a white color for noData areas.

To resolve the problem, I have to export it to a png image then publish it
