Why are map ArcGISTiledMapServiceLayer base maps rendering like this?? This is loaded straight from the sample solution. version 10.2.6

I haven't seen this happening before. Could you provide more details on the computer configuration that you are using? (model, graphics card used, screen resolution / dpi, etc...) Is this reproducible regularly, occurs every time or rarely? Are you using NuGet or SDK download?
