Popups setup fail

I have to work with mapservice
http://map.govvrn.ru/arcgis/rest/services/Maps/vrnStroitelstvo/MapServer
and I can't setup popups in Builder for this service.
Popups setup dialog looks like broken layout (screenshot attached).
Other services didn't cause such problem, but this one do.
Why Viewer can't configure popups for this service?
May be because of group layers?
Viewer can work with group layers, right?

Popups should work for grouped layers. The individual layers in the group can be selected when configuring the popups.

Have a look at your services. I get following error: Layer has unspecified geometry type. Might be reason why popups also fail.
Error applies to all your layers in the vrnStroitelstvo service

Try adding individual layers before adding the whole group
