Create Cache and TPK without ArcGIS for Server

There's wide array of the ArcGIS Platform applications and environments that can benefit the use of Caches/TPKs.

I've published a blog that summarizes and clarify the creation of Tile Caches and Tile Packages in an ArcGIS for Desktop environment. The suggested workflows doesn't require any use of Server tools and available for any license level.
