I'm trying to make a map and I want to label the streets that make the boundary of an area. I've got labels turned on. When I click the label tool it only seems to want to label the county. I've tried making the streets the only selectable label. The street segment has a name, because I can view it in the identify pane. When I bring up the label manager the street group is highlighted. I tried moving the street layer to the top layer.
