Yes there are a couple of Business Analyst tools that can calculate point to point drive time/drive distance.  The Proximity Analysis (formerly Locator Report) as well as Create Spider Diagram (Desire Lines) which are both under the Analysis wizard.  From a practical usage standpoint be somewhat cautious on large record point datasets as inputs as the point to point calculations are very demanding on the system (computer).
