Export to PDF and JPG not showing all data

When I export to PDF and JPG half of my data is missing.

I remember having certain basemaps cause problems when exporting to pdf. Super cursed all around

I exported to VectorPDF and is all good. Who knows why...

I've noticed some of my layers, like annotation layers, do not like pdf export. I export now with png and export after that to another format if I need it as a pdf. If you try to export as a png is your data still missing?
