Improve Update Sharing when a user without sharing privileges adds layer to web map

I'm a non-admin AGOL user. I can create content, but I can't share it.

I have a web map that I created & own that the GIS Administrator has shared with everyone/publicly; I've opened the web map in the web map viewer.

I've removed a hosted feature layer (I created it and own it) that the GIS administrator shared with everyone, and I've replaced it with a new view on the feature layer that I created and own. The view is not yet shared with everyone/publicly, since I don't have the privileges to do that.

When I saved the map (after removing the feature layer and adding the view), I got this dialog:

I hit Update Sharing, and the dialog closed, but it didn't do anything. The view still isn't shared with everyone.

My GIS Administrator said: "AGOL will check your webmap and alert you to any permissions inconsistencies, as you saw with that notification. It's a handy feature. But because you didn't have privileges to share items publicly, it just quietly didn't do that for you when you clicked Update Sharing. It would be nice if it told you that."

Idea:
Could that functionality be improved so that users without sharing privileges don't get that message? Or if we do get that message, display a follow up message saying nothing happened.

To clarify, there is a public webmap that you don't own but have permission to update, and a view that is shared either via a group or the org but not publicly?

I created the web map and own it and can update it. But I don’t have any sharing privileges. The GIS administrator shared it with everyone.

And same goes for the view, except it isn’t shared with anyone yet.

When you add this view and save the webmap, you are getting the dialog above that you CAN update the view item (when in reality you can't). Does that sound right?

I could modify the view if I wanted to, but I can’t share it since I don’t have any sharing privileges.
