How to make a sidecar map with jpeg image?

Hello, we are trying to create a sidecar map with jpeg image like this one (https://storymaps.arcgis.com/stories/b9d27d6ec0d947ec925d0639b1bf715e)

I am trying to increment this type of map using HTML, but I am lost. I would appreciate if you could suggest possible pathways to create such a map. Thank you!

@ChikakoInoue - This is a technique called image choreography and it is something you can configure in the story builder without any coding.
