Add leading zero padding attribute for grid labels in map layouts

Currently, there is no way to automatically pad grid coordinate labels with leading zeros in ArcGIS Pro map layouts. While the zeroPad attribute exists, it only applies to decimal places, not to the whole coordinate value.
