Enterprise 11.5 DEV & PROD licensing

Hi, 

We’re deploying ArcGIS Enterprise on AWS with mirrored split-tier Dev/Staging and Prod (High availability-ready).

1. Non-prod entitlements: Do our licenses include separate non-production (DEV/STAGING) licenses for Portal and ArcGIS Server (and our extensions)?

2. License files: Will Esri issue distinct license files for DEV/STAGING (Portal JSON + Server ECP)? 

3. Core entitlement (we have 16 cores): Is this per machine or pooled? We plan smaller cores in DEV.

4. Can we reuse PROD licenses in DEV?
