Is ArcGIS Location Services/Developer Account only for paid users (or is there a free tier as well) ?

The ArcGIS developer accounts is not allowing me to register! I am a new user and was able to create the free public-facing account, but later understood that the developer account has more features. I tried creating the developer account and then was redirected to the Location Services; but even after I verify my email, I am not allowed to sign in (I tried this 3 times, with 3 different personal emails).

My question is, can I develop an ArcGIS WebApp with a free account first before thinking of transitioning to a paid account, depending on the WebApp requirements?

@SantanuArcGIS Location Platform has a free tier of service you can use to develop and test your app. See https://location.arcgis.com/pricing/ for the services that have free tiers.

the issue may be that you already signed up for an ArcGIS account and that account is not an ArcGIS Location Platform account. You will need to create a new account with a different email address that is not used by another ArcGIS account. See help.
