Adding features to a layer

Experts,

I've inherited a map with about 15 feature layers, with each layer containing a single feature (a pin).

Is that a good strategy for adding features to layers? Would it be better to combine these features on just one or two layers?

If it would be better to add multiple features to a layer, what is the best way forward? Should I group the layers? Can I transfer features between layers?

If it were me I'd put them into 1 feature, unless there's a rationale I'm unaware of.
Might be best to export out as FGDB Feature Classes and to a Merge in ArcGIS Pro.
If you don't have that then I think it's a multiple series of  Merge Layers—ArcGIS Online | Documentation in AGOL and cleanup/delete after.  

Beware of schema/field matching.  If they don't match I believe it will append a new field (a Union of the 2 schemas).
