How to change the order of the widgets that's already placed into the widget controller in experience builder 1.14?

Check the top bar and see if your layout is locked.

You can click and drag the icons to reorder them.

it does not allow this... either in design or runtime... am using widget controller, version 1.14... i had to go to server/apps/x/config.json to manually edit the order... (???)
