I'm sure this is pretty low on the priority list, but a dark mode would be very welcome for folks who spend a lot of time on the Monitor interface, especially at night.
Marking as already implemented in ArcGIS Monitor.

I am on 2024 and it does have Dark Mode. Click on your name > My Settings.
