Attribute Driven Symbology Not Reflected in TOC and Legend

Using the attribute driven symbology, the legend and TOC will not reflect what the symbol displays on the map.

The TOC displays the symbol as follows.

The legend is showing the symbol as the following

How do I get the TOC and Legend to reflect the Project Letter that is driving the symbology in the map?
