Experience Builder Snapping Layers Missing

Why do some layers not show up in the snapping list in the experience builder editor widget? I can't seem to identify a pattern as to why certain layers are not available. The list includes both editable and non-editable layers, enterprise and hosted layers, group and non-group layers.

Hi, I apologize, I must have missed your reply. This happens in both. The same service is also unavailable to snap to in the web map. The service I am specifically trying to snap to is an enterprise Map Image Layer that is not editable and shared with AGO.

Does this issue happen in runtime, setting or both? And can you provide some details about the layers, such as layer type (feature, geojson...), or the app url if you can.
