Attachment is null after the Layer and the attachment table reloaded data

Question

We have to reload the data from other source. After the data reload, the layer's attachment is not show up on popup. I checked the layer has data, and the attachment table has data too. I checked the objectid on the layer and the relobjectid on the attachment table are match. How can I fixed the issue. I used the ArcGIS Pro to load the data. And I checked the properties of the layer, the relate and they looks fine. Please help.

Do anyone know that after I truncate the layer in database and reload the data, and the attachment table, Do I need to rebuild the joined fields indexes? If yes, do I have to do it in the ArcGIS Pro or I can do it in the python arcpy, or via the database SQL??
