Use Effects to show transparent on a polygon or polygon notes

Hi friends ,

As I am working on a project and one thing I am trying to create a polygon I insert as a polyon note.  It is automically add to ArcGIS Pro as a custom color with light blue and transparent which I like a lot .

It looks like this

Now what I would like to change the color to red polygon as a 75 percent and keep the outline as a black with 0 percent transparent . See example here 

 

I played around the effects here to try to get the red color to be more vivid transparent deep  to see through?

 

Any suggest for that ?

So one possible solution is to go to the ArcGIS 2D Style and scroll down to the Gray 60% (Transparent) symbol and select that one first. You'll see your polygon symbolized as 60% transparent and a gray color.  Next, in the Symobology Pane, click the Properties tab near the top and change the Outline width to 1 pt or similar. Next click the color dropdown where the gray symobology is and select Color Properties.  In the Color Editor, type in your Red Hex # code for red - like FF0000 - and change the Transparency to 75%.  Click OK.  Your Map View then should reflect the black line and red polygon with the transparency.

I'm sure there are other ways to do this...
