How to Make a Layer Non-Clickable in ArcGIS Business Analyst

I'm working with ArcGIS Business Analyst and I need to make a specific layer non-clickable in my map. I want to ensure that users can't interact with it while still being able to view it.

Could anyone guide me on how to achieve this? Are there specific settings or properties I need to adjust in the layer properties?

Hi Samata
Which product do you want to use - Pro or Web? I assume you want the layer to be in the background for visualization but not interactive.
