Arc/GIS not connecting to internet

Question

I am having problems with Arc/Gis 10.1 not connecting to internet when I have an internet connection that is working fine-
I installed the 1 year student version
according to instructor I should be able to connect and use the add data to the esri website to get base maps

I have The Same Problem But It Looks Because of so low speed of the network .
