Data Basis for Closest Facility Analysis

Hey everyone,

I'd like to perform a closest facility analysis in Germany. I tried to work with the EuroRegionalMap (https://www.mapsforeurope.org/datasets/euro-regional-map) but the elevation levels are inaccurate. It messes up the whole analysis.
Does anyone know a better source to build a network on? Does anyone have experince with WMS Servers?

I am hoping for someone who has already done such an analysis in Germany.
