Smart Editor not available from pop up

Question

From Smart Editor widget—Web AppBuilder for ArcGIS | ArcGIS , at the bottom, there is:

However, in Portal 10.5.1, with a 10.6.1 feature service from a non-federated server, there is no "Smart Editor" appearing in the selected item pop up. I have tried every configuration scenario of the Smart Editor Widget, it just doesn't show up? Why?

Portal 10.5.1 means you only have WAB 2.3 or 2.4 (i forget) but the Smart editor action in the Popup did not get added until WAB 2.6. Time to get your Portal up to date with 10.6.1
