@GabeArmas asks a good question. Clearly, underground locating is an ideal application of engagement capabilities. At a high level, you appeal to participants based on their self-interest. Show them how it's easier, faster, more accurate, and self-documenting to use GIS in their part of the workflow.

Hi Pat, with California law 4216 mandating all new utilities be installed in GIS, how do we gain engagement with all participants? Education for owners and installers is critical but today lacks.
