Field workers can't join Partnered Collaboration groups?

I cant seem to add field workers to a partnered collaboration group. I get the attached error. Since the user is a field worker I can't change the role to allow them to join external groups.

What user types are able to join partnered collaborations? Why are field workers unable to ? I think this would be beneficial for organizations that share data sets and maps with each other.

There could be a couple of things happening, first users accounts need to be set to be publicly visible. Additionally, I think there is a specific role or setting to allow this, its been a while since I looked at it so can't recall where you will find it, but you have to make it so the user can join external groups or ones shared with external partners.
