Enterprise Sites Category Card Link Text Not Showing in View Published and Preview Draft

I have an Enterprise Site on ArcGIS Enterprise 10.9.1, and the Link Text for the category cards are only showing up in Edit mode, not in View Draft or View Published.

Any ideas how to solve this?  I've tried re-creating the cards, and also using the default card without a custom image and there is no change.

It turns out there was some custom CSS code in a Text element below the category element that styled hyperlinks white, so for some reason the category element took on that style for the link text and it was invisible against the white background.
