Is it possible to have a pop up zoom to another layer?

I have a layer with an attribute which matches one to one with another layer's attribute. Is it possible with a Map Viewer pop up to have a way to click and get taken to the matching feature from the other layer?

An example would be you click on a tax lot, which has information about the nearest park, could I have a "Move Map to Park" button or clickable text and the map shifts to that park based on the linked IDs?

We are trying to figure something like this out right now ourselves, were you able to find a solution?

Ideally we could override the outcome of the built in Zoom to on the pop up with some arcade ...
