Publishing web map to public

Question

I am new to using ArcGIS Enterprise, and wonder if publishing a web map to be publicly available, does one publish to ArcGIS Enterprise or must it be to ArcGIS Online?

You must allow anonymous access to your portal if you want enterprise maps to be truly public

If your Enterprise server is accessible on the Web then you can publish from it directly.

If you have services in the map that are on the Enterprise server then you would have to copy them all over to ArcGIS Online. We pretty much publish everything from Enterprise and keep copies of critical maps and services on our Online account as an emergency backup.
