I have a locator map with an extent indicator that is blocking my labels. I can't find any way to set label weights or anything like that so that my labels avoid the indicator. Is there a solution to this?

Hi Alex,
Extent indicators are graphic elements that "live" in page space on the layout, while a feature labels are graphic elements that "live" in geographic space. There is currently no interaction between layout page elements and geographic (map) elements or features.
I would suggest adding some transparency to the extent indicator to make any underlying text readable.
