I am trying to use 3D Building Textures Rule Package for 3D buildings.
I have my 3D layer selected, but I don't see Properties or Layers button in Symbology pane.
My ArcGIS:

@Milos you need to click on the green patch rectangle. It says that on your instructions. Then you go to a new pane (possibly called "Format symbol polygon") that has a Properties tab
