Create an option for users to turn off notifications permanently.
Thank you @MichaelGrossman for the update regarding this extremely annoying behaviour. Is there any real reason that "a true "turn off all notifications" option" can't be added in the Options rather than an almost fix with the "enhanced the popup logic"?
I'm running ArcGIS Pro 3.4.4 and this is still an issue. We work with LiDAR a lot and not every software that processes LiDAR writes in horizontal or vertical projection info. Which means when we add LiDAR to a project or open a project with LiDAR files in it, we get bombarded by a series of notifications that we can't turn off and have to try to close out of to access things like the catalog pane. It's even worse because of the slide graphic applied to the notifications so you have to strategically try to close them while they move around.
@GregFiske and others on this idea, I've marked it as Implemented in ArcGIS Pro 3.1. In that release we enhanced the popup logic to block notifications with identical content from showing again within a set interval (60 seconds).
While this is not a true "turn off all notifications" option, it should fix the primary case reported here: the flood of Transformation Warning notifications.
I want to jump in and say I have the exact same problem. The larger a project is and the more maps it contains, the more notifications it generates and the longer it takes to become responsive. I am well aware of the transformation issue. I do not need to see these notifications all the time. Please allow me to shut them off.
The Notifications functions seems to be the answer to a question NOBODY was asking. These sorts of functions should all be turned off at the Options page by default and allow the user to choose which ones, if any to turn on.
I'd like to promote the original intent of this Idea. Allow users to disable notifications and popups forever.

Fixing the projection issue(s) is definitely a way to make the warning go away. But likewise, I have dozens of maps in dozens of Pro projects that generate this type of notification. Some projects will roll through the notifications for several minutes before they become active. It would be so much better to just have the ability to turn them off.
@BojanŠavrič that makes sense, but with over a dozen layers in my current project from various sources, it's hard to know which dataset is causing this issue (since the warning doesn't specify).

This may not be the exact point of this thread, but one way to address this issue is also correcting geographic coordinate system (GCS) definition in which your dataset is defined, GCS_NAD83_1986.
Original NAD 1983 GCS has many aliases that are used across the GIS community. One of them is probably also GCS_NAD83_1986, which is not in our database of synonyms. Therefore, software is treating this definition as a custom GCS, which does not have any predefined transformation to other GCS in the list of predefined GCS-es. The result is a missing transformation path and the warning.
One way to fix this is to use Define Projection tool and correct GCS definition of your dataset to NAD 1983. This will resolve the conflict and transformation will no longer be required in your case. You can do this once on the dataset and it will fix it for every map in the project if that map is using "fixed" dataset.
In case you cannot change GCS definition or you wish to keep it, you can also create a custom transformation between GCS_NAD83_1986 and NAD 1983. You can do this with Create Custom Geographic Transformation tool and providing appropriate transformation between your custom GCS of your data and GCS of your map.

Same issue in some of my Pro projects - when starting up I get multiple slow scrolling transformation warnings that take many seconds to appear/disappear when Pro is started ("A datum transformation cannot be found"). The warning notification also doesn't indicate which map is affected so it's not helpful. I don't mind the notification in the sidebar but I don't want the pop-ups to appear nor for it to slow down the startup process.
The warning I am receiving is for the lack of transformation between imagery I have in GCS_NAD83_1986 and NAD 1983.
Yes, usually about 3-5 notifications.
@KelleeKoenig1 out of curiosity are you getting the multiple, scrolling notifications like @GregFiske is showing in the .gif above from 8-30-21?
I'm in a similar situation--I appreciate knowing when there's a new version of Pro available (just updated to 2.8.3), but am getting weary of all the Transformation Warning pop-ups that appear with every project I open. Once they've all opened I'm able to disable notifications for the remainder of the session, but would prefer to disable that type of warning for a project after initially given.
I see - I read the warning more closely in the .gif that you provided above and it is saying that a transformation cannot be found, rather than that data added to a map has been automatically transformed, which appears to be what the options checkbox controls. I can pass this along to the development team, but can you share details about the coordinate system of the map and the coordinate system(s) of the data you're adding?
Oh, and one more question, what version of Pro are you using? I tried with different data for which no transformation is available and got the following message - but it isn't the same as what you're reporting. So the version of Pro and the map and data coordinate systems would be good to understand.

Hi - the checkbox you highlighted appears to be turned off by default. On or off, it had no effect on my transformation warning notifications.
Curious what others think, but I think it would be useful to be able to use the software while all notifications are disabled rather than sifting through each notification type as it appears.

As for the idea, given the clarification that you have provided, could you update the title and description to more accurately reflect that the request is to not permanently disable all notifications - and rather to allow the user "the control to choose which type of notifications to see." ?
Thank you for investigating, Kory. I don't think every notification is equal. The main notification that prompted my request is 'Transformation Warning'. I have some Pro projects that sit and run through many dozens of these notifications before they become responsive to the user. I am aware of these transformation issues and I think it would be great if we could silence this type notification. Ultimately, I'd like the control to choose which type of notifications to see -- if possible.

Thank you for submitting this idea @GregFiske For you and others voting on this, we're curious if there are particular types of notifications or a particular situation that prompted you to submit this idea. For example, importing a map generates a notification but there are also notifications when an update is available. Is every notification equal to you and you simply never want to see a notification for anything, or is there a specific situation that is annoying and you would like to disable that permanently while allowing other types of notifications?
Having some additional details around will help the development teams understand how this could be approached.

Or they could just allow you to un-check 'Allow notifications' which would make sense since they are using check marks instead of radio buttons.
