VectorTileLayer fetchTile override

We are trying to load vector tiles from offline files with the ArcGIS JS API.

Is there a way to override the method for fetching tiles in VectorTileLayer equivalent to the fetchTile() in BaseTileLayer that @besLisbeth uses to fetch offline tiles in the brilliant example app https://github.com/besLisbeth/arcgis-offline-tiles ?
