Layer List Widget: How to leave layers unchecked at start up but still accessible in the widget

We have some layers that are important but used rarely so ideally they could be unchecked in the layer list widget by default but still accessible in the widget so that users can check the layers when needed. How should we do this?

Try turning off the layer in the AGOL webmap that you used for the Web app.
