no unique value in symbology system fot mosaic dataset

Question

For .tif file, I can use "unique value" for displaying raster, but thers is no "unique value" when it comes to mosaic dataset.

I have the same issue as well.  Using "Classified" symbology is not acceptable as you cannot include a value for NoData or a value that has a pixel count of 0 but needs to be included as part of a common schema among other datasets it will displayed with e.g. NLCD
