Good day Parcel Aficionados,

With the release of ArcGIS Pro 3.5, the parcel fabric team has introduced the COGO Reader Tool. COGO Reader is a new tool designed to assist editors that enter metes and bounds to describe land boundaries.

Here is a short video of Jason Camerano demonstrating the advantages this tool can provide when entering deeds.

COGO Reader is designed to read metes and bounds descriptions in deeds. If you would like to convert subdivision plats we have a few business partners that have a solution for that today. We plan to organize a meetup where they can show their solutions.

And we also plan to advance esri core technology in that direction.

COGO reader seems to be an interesting tool, great concept. Problem for us is 90% of our incoming deeds all reference a plat survey and COGO Reader doesn't support vector conversion. Manually crunching the traverse tool is becoming very cumbersome any solutions out there or in the future with a timeline?

The issue of using a 'scratch' or 'construction' layer outside of the parcel fabric are:

You cannot use many tool, including COGO Reader
Features you create are not associate to the record. You cannot use 'Show only Active' for example
Inefficient - it introduces more steps, as you have to copy or append the features to the target layer
Schema - as schema might be different, some of the attribution, such as COGO might be lost

BUT...

If you insist of using a different layer you can always add a parcel type called 'scratch' or 'construction' and COGO Reader will be able to write to those. You can make the layer look exactly as it looks now, so no major change from the user perspective.

Would that work for you? If not please explain why not.

is there any way to change the target layer of the COGO reader to a scratch workspace? We don't necessarily want to be modifying the fabric parcel lines even though it's versioned.

Web App Builder is being deprecated - see announcement here.

It is being replaced with the Experience Builder, which is based on a newer version of java script (4.x).

Do we have to make COGO Reader available to parcel fabric users on the web? yes

When? not in the 'near-term'. We want to release the parcel fabric on ArcGIS Online first.

I'm having the same issue. I would like to use the COGO Reader for easements and not have to create a parcel fabric.

@GordonCourtney we have done some work on non-tangent curve for ArcGIS Pro 3.6. Can you please provide us with a deed that is failing for you?
If you cannot share it publicly in this post, you can also submit a technical support case or 'copy-paste' the portion of the extracted text that describes the parcel (metes-and-bounds)..

@AmirBar-Maor do you have tips how I can change the wording for a non-tangent curve in the text box, once the COGO Reader has scanned the image? I am in Florida and it is not mapping the non-tangent curves. I have tried changing the wording, but can't get it to work. If not, is there a way to edit the traverse window within the reader like you can edit in the traverse when not using the reader?

You can get to the tool from the 'Parcel Records Workflows' tab. This tab will become active when you have a parcel fabric in the map.

I had the same problem, but ChatGPT helped me. I had to go to the catalog pane, right-click on the parcel fabric -> Manage -> Add Parcel Type. This creates a parcel line layer inside the fabric that can be used as a parcel course layer in the COGO reader.

I'm curious, Are the legal descriptions ya'll process describing land? Why wouldn't the parcel fabric be used for this purpose? The ArcGIS Parcel Fabric is not only for Tax Parcels, but for any type of land. What is the type of information you are mapping using legal descriptions? Leases? Easements? Fee Simple?

This is a fantastic tool, but having to use it with a parcel fabric is a show-stopper. I work for a water district that doesn't have the need for a parcel fabric. We do process legal descriptions on a regular basis, but there is no way to justify the time/expense of creating a parcel fabric just to run the COGO Reader tool. A parcel fabric makes sense for the appropriate type of operations, such a tracking parcels in an Assessor's Office, but for a lot of us, requiring it kills the use of a great tool in our organization.

You are using the parcel fabric
You can see the feature templates visible in the Create Features pane?

@HeatherHanson COGO Reader does support non-tangent curves. But in some states/descriptions are written differently and COGO Reader fails to process them.

The best thing you can do is contact technical support and provide a few examples of deeds with non-tangent curves that fail to process. If this occurs a lot, we can consider adding it to one of the 3.5 patches, once fixed.

We have been testing it as we prepare for the transition to Pro. Is the capability of handling non-tangent curves in the works? This seems to be the most consistent error we've encountered. Being able to send it to traverse and then modify is helpful at least.

Hey Dan, I'm not sure if I am missing something, but I can't for the life of me get the parcel courses | Template to populate. We don't manage parcels but regularly digitize easements and zoning cases, and this tool would be great to incorporate into our workflow.
