Web Maps limited to single base map

Why is the web map limited to a single base map? There are many use cases that should allow multiple base maps enabled with some sort of transparency between them that users could toggle. All of the other ESRI web API's seem to allow for multiple base maps so why is this platform limited to one?

Sure you could create your own base map gallery but the challenge here that is an Organization-wide setting? Why not allow us to have multiple base map galleries? I guess that is just another idea...
