Collector - Why do I need an 'Organizational Account'?

Please make collector available to all users. I was really disappointed after installing it and was not allowed to use it for personal use. This should be clearly defined in the system requirements. I have ArcGIS for home use & would like to collect data for my personal non-commercial projects.
