Add native support for AXF files in ArcGIS Desktop

We should have the ability to open an AXF file in Desktop without paying extra for Data Interoperability or FME. The fact that Desktop can create an AXF, ArcPad can consume an AXF, yet Desktop cannot read an AXF without additional add-ons is counter-productive.
