Sometimes ago i found (and used) the follow addin:http://blogs.esri.com/esri/apl/2013/09/11/configuration-manager/It's extremely useful for Geometric Network Configuration, but it has any bugs.A good idea should be make an official version of this where, for example, it should change the geometric network rules without destroy and rebuild the network
