Cannot disable metadata button in items details

We disabled metadata across our organization. I would like disabling metadata across our organization to mean complete disabling, including that the metadata button never appears on the item details page. Currently, no matter what is written in our items details page, the metadata button appears displaying text in a format contrary to what we standardly provide.
