Tasks - Easy way to set layer as only selectable, visible, editable etc

Provide an easy way to set a layer as the only selectable, visible, editable etc that doesn’t require config update if your TOC changes.  This would make it easier to configure but also more tolerant if end user adds other data.

Ex. where you want to run commands that require a single layer be selected in the TOC or where you want to perform a certain type of edit on a layer.

Task designer allow to specify and make a layer the only visible / selectable .. etc.
The requirement is to keep this setting even if new layers are being added to the table of content that were not present during the task design time.
