AGOFO privilege clumping

At City and County of San Francisco, we approximate aspects of a federated collection of entities (departments, commissions, boards, and such) with our city GIS.  This includes our ArcGIS Online for Organizations use.

To improve stability, our distributed administrators have asked for certain privileges to be limited in our locally-defined Department Administrator role, including Delete Member.

Unfortunately, users without Delete Member privilege are not able to reset user passwords.  In the AGOFO website at present (2016-03-21) checking or unchecking the Delete Member privilege will toggle the apperance of the Reset Password option at the user settings.  Our AGOFO Department Administrators don't want this sort of privilege clumping, and would strongly prefer to retain Reset Password while not allowing Delete Member
