The default and only option for doing COGO line is Create 2-Point Line Features in ArcGIS 10. Please have the option of the Create New Features for doing COGO line like in the 9. It's much easier to select the whole line when it was created with Create New Features.

The new Traverse tool in ArcGIS Pro 1.3 creates 2 point lines with COGO attributes.
