WebMaps should not need editable layers to be viewed in Collector (WebMap setting in ArcGIS Online).

At this time, a WebMap must contain at least once editable layer for "Use in Collector for ArcGIS" option to show up in WebMap settings in ArcGIS Online.

Collector is sometimes used just to view data so this should not be a requirement.
