Come up with an installation solution for ArcGIS Desktop that works with networks who have redirected "documents" folders to servers (a Microsoft industry standard) that doesn't involve registry edits.
Not sure if this would work as I've never tried it, but you might look into using an MST (MSI Transform). Pop that in your googlebox and see if it might help.
